Post-School Outcome Data Overview
Data Confidentiality
The TSF2 displays post-school outcome data for your affiliated district and Washington state. District-level data belong to the school district and cannot be shared without express permissions from the district.
State, ESD, and county-level data reports are available for download from the CCTS website Links to an external site..
In-progress vs Final Data
While the survey is open from June 1-November 1, interim post-school outcome data reports are updated daily in the TSF2.
After the survey closes, CCTS reviews the data for common errors. Once complete, CCTS publishes finalized reports and presentations for the state, ESDs, counties, and districts. All TSF2 users receive an email when post-school outcome data are published, typically in mid-January.
Post-School Outcome (PSO) Categories
The definitions for the PSO categories come from the Office of Special Education Programs and are used nationwide.
In PSO reports and presentations, data are displayed by comparing Any Engagement and No Engagement. Any Engagement includes leavers who met reporting requirements for the four engagement outcomes: Higher Education, Competitive Employment, Other Education, and Other Employment. Former students who do not meet reporting requirements for any of these areas are considered not engaged.
Each former student is only counted in one category. If survey respondents meet reporting requirements for multiple categories, they are counted in the highest category they qualify for. The Office of Special Education Programs considers Higher Education to be the highest category. For example, if a former student was enrolled in Higher Education and also competitively employed, they are reported in the Higher Education category only.

For both education outcome categories, former students must be enrolled in an education program for at least one complete term, full- or part-time, in the 12 months after leaving high school. That's determined in questions 17, 17c, and 17d. The difference between these two outcomes is the type of program.
In addition to being enrolled full- or part-time for one complete term:
- For Higher Education, they must be enrolled in a 2-4 year education program (question 17a).
- For Other Education, they must be enrolled in a program that's less than two years (question 17a).

For both employment outcome categories, former students must be employed at any time in the 12 months after leaving high school for at least 90 days (and those 90 days do not have to be consecutive). That’s determined in questions 16 and 16a.
In addition to working for at least 90 days:
- For Competitive Employment, they must also be employed for at least 20 hours a week, paid at or above minimum wage, and in a setting with nondisabled peers.
- Questions 16b, c, and f must all be true to be categorized as Competitive Employment.
- For Other Employment, they may have worked for less than 20 hours a week, been paid below minimum wage, and/or worked in a supported work environment with other disabled peers.
- Questions 16b, c, and f do not all need to be true to be categorized as Other Employment.
