CCTS and Post-School Outcome Data
Center for Change in Transition Services
CCTS works to empower educators to improve transition services for students with disabilities. We do that through partnerships, research, and training throughout Washington state.
CCTS is funded by the Office of Superintendent of Public Instruction as part of the Inclusionary Practices Technical Assistance Network (IPTN) Links to an external site.. The IPTN is an intentional collective of technical assistance (TA) and support providers working together to increase inclusionary practices for students with individualized education plans (IEPs) across Washington state. We’re located at Seattle University in the College of Education.
Post-School Outcome (PSO) Data
The collection of post-school outcome (PSO) data through the annual Post-School Survey is one of the activities that CCTS supports. Each year, we manage the survey data collection process and offer technical assistance to schools and districts as they conduct the survey.
Then we provide reports and analysis to the state, counties, educational service districts (ESDs), and local school districts to use for program improvement. These data also inform the training and technical assistance that we provide.
Post-School Outcomes in Washington state
The most recent PSO data comes from surveys that were conducted in 2024 with all former students who permanently exited high school in the 2022-23 year and were receiving special education services at the time they left. These former students are also referred to as "leavers." Leavers who respond to the survey are known as "respondents."

The 2022-23 Survey Response Rate table displays the total number of leavers in Washington state, followed by the total number of leavers who responded to the survey. The survey response rate is calculated by dividing the number of respondents by the total number of leavers.

The PSO chart and graph display the percentages of statewide respondents who met reporting requirements for each of the five PSO categories: Higher Education, Competitive Employment, Other Education, Other Employment, and No Engagement. The definitions for PSO Links to an external site. are specific to the reporting requirements for Individuals with Disabilities Education Act (IDEA) Part B.
